DVSA Rule Changes 2026: What Learners Need to Know

All the DVSA changes coming in 2026 — booking limits, third-party bans, centre restrictions — and what they mean for you.

The DVSA is making several significant changes to how driving tests are booked and managed in 2026. Here's what you need to know.

31 March 2026: Maximum 2 Changes Per Booking

Previously, you could change your test date up to 6 times. From the end of March, you can only make 2 changes per booking. After that, you'd need to cancel and rebook (losing your fee if within 3 working days).

What this means for you: Don't use up your changes lightly. If you want to move your test, a swap is a great option because it counts as one change for each person.

12 May 2026: Only the Learner Can Book or Change

This is the big one. From May, only the person taking the test can book, change, or cancel it. Third-party services that log into DVSA systems on your behalf will no longer be legal.

What this means for you: Cancellation checker services and automated booking bots will stop working. Swapping is unaffected — the learners themselves make the call to the DVSA.

9 June 2026: 3 Nearest Centres Only

From June, if you want to move your test to a different centre, you can only choose from your 3 nearest test centres. No more booking at a centre on the other side of the country because it had availability.

Why These Changes?

The DVSA says these changes are to:

  • Stop automated bots from hoarding test slots
  • Reduce the market for "test date selling"
  • Make the booking system fairer for everyone
  • Keep test centres serving local learners

Is Swapping Still Allowed?

Yes, absolutely. Swapping is unaffected by any of these changes because:

  • The learners themselves call the DVSA (no third-party access)
  • It's a mutual agreement between two people
  • The DVSA has always supported this process
  • It counts as just one change each
